'Percent' literally means 'per hundred' (from the Latin per centum), so any percentage is really a fraction with 100 as its denominator. Dividing by 100 converts a percentage like 20% into the decimal 0.20, which is why 'X% of Y' is just Y multiplied by that decimal. The other two modes are algebraic rearrangements of the same relationship: if X = (P÷100) × Y, then solving for P gives P = (X÷Y) × 100, which is the 'what percent' formula.
Percent change is a special case that always measures relative to the starting value, not the ending value - that asymmetry is exactly why a 25% increase from 80 to 100 doesn't reverse into a 25% decrease going back from 100 to 100: it's actually a 20% decrease ((80−100)÷100 × 100 = −20%), because the base being divided by has changed.
